Meet the project team
The Sugarloaf Pipeline Project team is made up of an alliance, comprising Melbourne Water, John Holland, Sinclair Knight Merz Pty Ltd (SKM) and GHD Pty Ltd.
The Sugarloaf Pipeline Alliance is responsible for planning and environmental assessments, engineering, design, community and landowner relations and project management.

Construction partner
In December 2007 Water Minister, Tim Holding announced that the John Holland Group would construct and deliver the $625 million Sugarloaf Pipeline, linking the Goulburn River to the Sugarloaf Reservoir.
John Holland is working with Melbourne Water and other alliance partners, GHD and SKM, in the finalisation of plans for the pipeline's construction, expected to begin in mid 2008.

Why use an alliance approach?
The pipeline is being planned, designed and constructed using a team or alliance approach.
This form of contracting arrangement is generally considered suitable for projects that are more complex and require faster delivery times.
The alliance approach means that all parties (i.e. designer, constructor and owner) are bound by a single contracting arrangement or agreement.
Typically, a 'project alliance leadership team' is established consisting of representatives from all parties. Once the agreement is in place delivery obligations are shared between the partners and all decisions are taken on a best for project basis.
The alliance arrangement gives each party an incentive to produce the best outcomes at every stage of the process.
